This story fits into the JLU continuity (Season 3)

Synopsis- SPOILER ALERT!!!

Some leaguers save people from a building that is set on fire by an arsonist. Blue Devil attempts to save a little girl and her mom but they are frightened of his appearance. Shayera (a contrast to Devil) rescues the family instead. Later, on board the Watchtower, Blue Devil seeks the assistance of Dr Fate to change him back to human form. Fate says he is unable to help him now as he is a true demon, and that had he come to him in his previous human form he might've been able to help. Blue Devil reveals that he just wants people to no longer be afraid of him. Both get dispatched to a battle with Dr Destiny with some other leaguers. Dr Destiny has held a school hostage with nightmare constructs. While the leaguers fend off the constructs, Blue Devil goes after Dr Destiny. Dr Destiny attempts to scare him with his own nightmare but it is revealed that his form already IS his worst nightmare. He defeats Destiny and children in the school are excited meeting him.

Continuity Peg-
The issue occurs between JLU-3:02 Shadow of the Hawk (where STRIPES appears in a new suit) and JLU-3:03 Chaos at Earth's Core (where J'onn takes a leave of the league).
Continuity References-

Dr Fate's Watchtower quarters is a portal to his tower in Salem.

Blue Devil was never featured in the show. The writers fleshed out his origins here. He was a stuntman had encountered a demon who bonded him to a 'devil' suit. He died some time after and came back as a real demon.

Dr Fate tells Blue Devil of an incident wherein Superman attempts to save a girl from a plane crash, but the girl is fearful of him.

The Watchtower and Shayera Hol are now correctly drawn.

Review

By now, it's sunk in that the Justice League Unlimited Comic likes to handle things by focusing on one member at a time. Here we get a taste of Blue Devil's pain and how the world views the 'devil' in the league. We also get a good view of his origin and other details.
